Personality: Sam tends to be more laid back than other police officials, giving her officers more free reign in their investigations than most would probably find appropriate. She does this out of trust for her subordinates ability to act ethically without her looming over them, however, if this trust is abused she becomes a terror to behold, and will not hesitate to use her position of authority to ruin the offending officer's career until it is incapable of being salvaged.
Sam's more hand's off approach with command is also displayed by her stance on romantic relationships within the police force, where most commissioners frown upon interoffice romance, Sam is perfectly willing to allow two officer's to date or marry while working under her command so long as the relationship does not interfere with the officers' police work. This has put her at odds with Internal Affairs, who see romantic relations between officers as a "weak link" that could be exploited.
Outside of the precinct, Sam is a generally friendly and outgoing individual, who is more than happy to make friends with both subordinates and total strangers. This has led to a joking title for Sam among the rank and file, the "People's Commissioner". Sam finds this title amusing, mostly because it makes it sound like she's doing something visionary, whereas she simply doesn't like throwing her authority around, and as a result doesn't exercise it very frequently.
History: Sam has often said that she was destined to become a law officer, she was born into a family of peace-keepers, from an uncle who was a decorated United States airman to her mother, who was a corrections officer at the infamous Rikers Island prison facility. Sam was raised during her early years by her Father, who's career as an EMT was more stable than her mother's job.
Her Father ingrained a single lesson into Sam since she was able to understand his words. He told her that live is precious and fleeting, and that she should fight to protect the lives of others in any way that she could. She would carry this lesson with her for her entire life, she threw herself into her schoolwork, dreaming of the day that she could become a protector of lives. Her diligent work ethic served her well, she graduated from College at 19 years old, and she enrolled in the NYPD's police academy immediately afterwards.
Sam continued to throw herself headlong into her work, graduating from the academy at 20 years old and becoming a police detective at 21. Things were looking up for Sam, but her entire career changed when the Rogue Invasion took the world by surprise, resulting in the hasty formation of NPD. The rapid reshuffling that followed the NYPD's Rechristening as the NY-NPD was haphazard and resulted in the transfer or outright termination of many officers, the fact that Sam, a rookie Detective, had managed to avoid having her career cut short by a rubber stamp was a miracle.
In the five years following the Rogue Invasion, Sam continued to distinguish herself, achieving the rank of Lieutenant within that span of time. She was eventually approached by Maxwell Anderson, the head of an at the time experimental, and now infamous, special project.
Due to the massive upheaval caused by the war with the Mega corporations, as well as a swath of ghoul attacks outside of the Slums, the district attorney and governor of New York had greenlit a special task force with the express purpose of quashing any large-scale disturbances: The Tactical Interdiction Unit, or TIU. Sam gladly accepted the new post, hoping to do some good and keep the peace, but her idealistic hopes were shattered during a massive riot that has since been known as the Times Square massacre.
Sam and the rest of the TIU had been ordered into Times Square to repel a massive riot that had been sparked by the formation of the slums. The TIU was only supposed to intervene if commanded by the head of the NY-NPD SWAT unit, instead, Sam's commander ordered the unit to open fire on the protesters after a brick had been thrown at the officers. The resulting gunfire resulted in over 100 people gunned down in the middle of Times Square, with another 150 wounded in the ensuing panic. The only member of the TIU to disobey the order to fire was Sam, who instead alerted the SWAT unit and attempted to stop the shooting, even gunning down a fellow TIU officer in a desperate attempt to end the violence.
It was later revealed that the commanding officer of the TIU, Major James Tidus, had been the one to outfit the group with live ammunition instead of stun rounds or rubber bullets. He, along with 89% of the TIU unit, was sentenced to life imprisonment in Rikers Island's extreme isolation section, the rest were either sentenced to varying sentences, with a 50 year sentence without parole being the "Lightest" sentence received. Sam, being exonerated due to testimony from both the SWAT unit and her helmet camera recordings, was punished with a demotion to Sergeant, a rank she would hold for 10 years.
Sam continued to serve in the NPD, now possessed by an obsessive need to atone for the Times Square incident, she would continually put herself in harms way if anyone's life was at risk, this resulted in multiple hospitalizations and a multitude of scars on her body. Her willingness to put her own life on the line to protect others eventually got her noticed by the Commissioner of the NY-NPD, who appreciated her drive to protect other officers as well as civilians. As a result she quickly climbed the ranks until she was named Commander of the Brooklyn Precinct, a post she would hold for 4 years, and when the Commissioner went into retirement, he personally chose Sam as his successor. Sam, in turn chose a rising star in the Brooklyn Precinct, Lieutenant Kathryn Bale, as her replacement.
Now tethered to a desk instead of hunting criminals, Sam has mellowed considerably, though her fiery passion to serve and protect has not been smothered, merely...subdued, for the time being.

13mm Revolver: A relic from Sam's past in the TIU, this custom made semi-automatic, break-action revolver is capable of firing stun rounds, rubber bullets, and specially cast Tungststen cored Ceramic ammunition for anti-drone or anti-cyborg combat as well as the standard Hollow-Point ammo used in all police issue pistols. The Revolver has a built in recoil compensator and muzzle break to compensate for the heavy rounds used in the revolver.
The revolver can fire 10 rounds before requiring a reload and is compatible with a speed loader or moon clips to speed up reload time. Sam usually carries three spare clips of standard hollow-point ammunition, as well as an extra clip of one type of special ammunition.
Tactical V5 Terminal: Sam's terminal is customized for her duties as the commissioner of the NPD. Along with the standard storage for her avatar, the terminal gives her the ability to control the automated defenses within the Brooklyn Precinct, and is capable of downloading defense codes for any other precinct within NYC. A wait period of 1 post is needed before Sam can activate a stations defense protocols, and she is only capable of activating two separate protocols at a time.
High-Voltage Shock Gloves: Another holdover piece of equipment from her days in the TIU, these shock gloves are capable of delivering a low amperage, 100,000 volt shock to an opponent via the segmented metallic plates that adorn the outer face of the gloves. Shocks delivered via the palms of the gloves are delivered through an flexible metallic mesh woven into the gloves palms. Even without the debilitating and possibly fatal shock, the metal plates on the gloves knuckles are easily capable of concussing an opponent if not outright knocking them unconscious. The gloves can hold enough charge to deliver 5 shocks before the power cells in the gloves are depleted. The cells themselves are approximately the size of a small matchbox, and can be quickly swapped out with another cell with a simple press of a button. Once a cell is depleted, they can be collected and recharged, it takes 3 posts to fully recharge a single power cell. Sam carries 5 extra cells on her person at all times.
