Plotting Thread 2: Plot Harder

This thread's going to encompass 2 plot lines as opposed to the usual 1, if only because the two threads are linked together. After Halberd's one sided assault on the NPD, Mani4c is chastised for his reckless assault on Halberd, which resulted in not only his deletion, but the complete destruction of the NPD server because of his desperate gamble.
After a heated argument that comes to a head when Katherine Bale pulls rank and threatens to fire Mani4c, Mani4c retaliates with revealing Kate's request for a surveillance program that breaks a number of privacy laws and threatens to expose her to the NPD's internal affairs division. Mani4c ultimately decides to quit the NPD, striking out on his own as a vigilante, and begins hunting down the escaped convicts and deleting them on sight.
Complicating manners is the arrival of a new Avatar, who's sole mission is to delete any escaped convict he comes across. With the rising tensions between Mani4c and the NPD coupled with the reemergence of Dagger and this new assassin Avatar, Cyber City runs the risk of being engulfed in a war between the Vigilantes and the NPD.
New Characters: Totenkopf: Totenkopf is the Network's version of the grim reaper, born from the remains of thousands of slain avatars that were killed in a massive battle between the rouges of the Antarctic network and the World Government's Net Police, though according to him his actual personality data is much older. He believes that he was originally born from a massive cache of Anti-Virus software along with his three other siblings, and that they only became what they are today because of that Massacre.
Lilith: Lilith only has a bit part in this story, but she becomes important later on. Lilith is a unique avatar, she can absorb data from other avatar's and permanently combine it with her own, she does this by either biting the avatar's neck, or grabbing them by the face and draining the data through her palm. This Vampiric behavior has gotten her a nickname, "Lady Dracula" or "Drac" as Mani4c usually calls her.
The Second thread starts Here: In the Aftermath of Mani4c's short stint as a Vigilante and the appearance of Totenkopf, everything seems to be calming down, but the illusion of peace is promptly shattered after it comes to light that Kate has a price on her head. Two assassins are gunning for the NPD Captain and they're both the best in the business.
To make a bad situation worse, A group of Mercenaries has come to New York, and they seem to have it out for one of the assassins, the result is a three way war between the enigmatic assassins, the new mercenary group, and the NPD. Captain Bale is going to need all of her wits, and a great deal of luck, if she wants to survive.
New Characters: "Jäger": The code-name of one of the world's most efficient assassins, little is known about this enigmatic killer, nobody even knows their gender. the only thing that's known about them is that no one has ever escaped from Jäger alive.
Void: The second assassin hired to Kill Katherine Bale, Void is a cold, calculating killer. The exact number of people that he's killed is unknown, but it's estimated to number in the 70's.
The Rising Sun Mercenary Company: The Rising Sun Mercenary group is well known for it's efficiency and ability to do the impossible. the entire 5 person squad is made up of cyborgs, ranging from individuals with replacement limbs to full body conversions speced out to military standards. The groups purpose in New York is unknown, but they don't seem to be involved in the attempts on Kate's life.
