There are a few main themes you can go with here (normally along the lines of designing characters. You have the option to create both a human (user) and digital (avatar) character, and most times they can tie together in the user and avatar can be partners, or know absolutely nothing about each other.
Different themes for character development.
Net police or Net ops (special forces/special operations): These people make it their duty to keep the peace in the city, and keep law abiding citizens from dangerous hackers and cyber-terrorists. The most commonly known type of law enforcement in any country are the Net Police, but there are also undercover officers working with the Net cops that do covert operations under the radar. These "Net-Ops" agents are the ones that the higher ups in law enforcement turn to when there are jobs that require a more underhanded approach that breaks the usual regulations of law enforcement policies.
Uptown Residents: These residents are part of the upper class of society, and usually take residence in the more pricey neighborhood of Uptown. The types of residents may vary, but aside from the lucky ones who won the lottery and can afford living in Uptown, the most notable people who live in this neighborhood are celebrities, well-known artists, and business tycoons.
Downtown Residents: Residents of the much larger Downtown, who are members of the middle and low class. This is the most common place of living for people in big cities, and most residential areas comprise of apartment complexes of various sizes. Common residents are the average joe civilian who aren't well known unless they've earned some form of fame that isn't meant for financial benefit. Your everyday people live in Downtown, but many Net cops and Net-Ops agents have been known to take residence in apartment complexes in this part of town (save for the higher ranking ones, who live in Uptown)
Hackers: Most hackers live to steal from and ruin the lives of many Uptown and Downtown residents, so many hackers take up locations in the outskirts of town, in the slums of the old city. Although most hackers are out to save themselves and do what they do for self benefit (labeled as black hats), some hackers work alongside law enforcement to track down black hat hackers and make a living on that (white hats), and some hackers enjoy cracking company networks for financial benefit and for the challenge (gray hats). White and gray hat hackers are registered members of society and are easily identified when hacking, whereas black hat hackers use proxies and identity scramblers to keep their identities hidden.
Rogue Avatars: These are avatars that are not man-made, and are artificial intelligence compiled from random bits of data found in the vast world of the internet. Like personal avatars, rogue avatars can be anything appearance and personality wise, but are not limited by the hardware aspect, because they are purely virtual.
Other options are allowed so long as they are approved by staff.
