Our world is now in the early 30s of the 24th century. Technology and economical stability has finally advanced to a point where most people can live in a happy, and mostly peaceful environment. The internet has also advanced beyond merely internet webpages and social media, and an entire virtual world has evolved from the endless stream of data that filled the internet over the many decades it has been active. While we humans may see our typical websites while surfing the net alone, we have our own personal virtual navigators to see this virtual world firsthand.
Avatars: The first artificially created avatar was discovered back in later years of the 23rd century, as well as the discovery of this virtual world, which had been seemingly around since the development of the Google Earth program. The internet, upon being self sufficient, generated its own virtual version of our world, albeit a bit more condensed. This androgynous digital life form traveled beyond the world it had lived in, and stumbled upon many different computers across the world.
When a technical specialist managed to encounter it, it had managed to isolate and establish communication with this new life, and offered to help the avatar's world evolve, if it showed the scientist the virtual world's secrets, and let the scientist copy and change its code to make more avatars, for human interaction in the new world, which was dubbed "The Network" and "Cyber Earth" by many of the scientist's colleagues.
The invention of Terminals: After news of Cyber Earth was shared by global governments, presidents from countries around the world came together to discuss this new discovery. Finding this to be a new opportunity for technological advancement for humans and this new world alike, the countries pooled their resources to both customize the code copied by "Avatar 0" to create an artificial prototype for the newly invented computer interface that the avatar could manipulate freely, and with assistance by a human partner. These "terminals" as well as their avatars, dubbed as version-1 (V1) were the first big step towards a giant leap forward in technological advancement. Once the terminal was perfected, they attempted their first interface with the digital world.
Breakthroughs in Technology: The first mass production of V1 Terminals was launched near the end of the 23rd century, as well as plans designed by data discovered in the virtual world. Finding knowledge that applied all knowledge of physics, digital design, and electronic engineering, many discoveries were made that completely reshaped how society originally lived. Now, jobs were easier with the use of many technological marvels. However, with advancement in technology, also comes advancement in the criminal underworld.
The Darker Side of Technology: As the years passed and terminals and avatars were constantly evolving, a much darker side of life on both the physical and virtual plains soon began to rear their heads. Large multi-trillion dollar industries began to take advantage of the less developed parts of cities and towns, turning them into their own personal testing zones. These slums were soon turned from underdeveloped parts of society, to desolate pits of misery for their inhabitants. When Police officials were finally able to respond to reports of mysterious occurrences in the underdeveloped areas, it was already too late.
The corruption from the pain and torture from the companies experiments drove the inhabitants to insanity, violent tendencies, and many weren't even human anymore. Too many casualties on both ends of the dispute, officials were ordered to pull out, and the decision of all global governments was made to maintain a border patrol around the newly declared "slums", to ensure that their more violent inhabitants wouldn't invade the peaceful locations and would stay in their own territory. Despite the solid case on the mega organizations connection to the events of the slums, the legal system just couldn't find any solid evidence to prove it, and the corporations were dropped of any charges. As a result of the massacre in the slums, Uptown and Downtown residents were required to register as citizens, and all inhabitants living outside of the town borders were declared as ghosts. Now doomed to a dark fate, any untouched inhabitants of the slums were forced to go into hiding, fearful of what the companies might do to them should they be discovered, and too scared to attempt to cross the border to the peaceful, ugh safer half of the world.

Many of these avatars were peaceful, but some chose a more violent path. These hostile avatars began to wreak havoc on the new inhabitants of the network, trying to claim the cyber cities for their own, and only allowing who they deemed worthy to live there stain the world.
Once again, the world governments came together and decided unanimously that a new form of law enforcement needed to be established for this once peaceful digital society. Thus, the net police force was formed. Using information gathered by the notes from the Avatar 0 encounter, as well as from data gathered by the surviving avatars from the initial invasion, it was discovered that avatars had the ability to fight just like humans could, almost as if it was a simulated video game. So, weapons were designed for use by government issued avatars, and the net police avatars stormed the worlds of Cyber Earth and began taking down many of the newly labeled "Rogue Avatars" by force. Fearing deletion after many of the hostile avatars were eliminated, the rogues fled the networks, finding refuge in an old virus filled digital wasteland in the south pole.
Upon invading the wasteland, viruses began leaving the Antarctic network and discovering the more lively areas of the network, but the net police were ready for such a threat, and the crisis was quickly contained. Thanks to the events resulting from the rogue avatar invasion, developments in improving combat programs have been approved by the world governments. It wasn't until a couple years later that the discovery of the Underground Network gateway was discovered. In an attempt to prevent the rogue avatars fro amassing too large of a number in one place, the world governments attempted to reach the research facilities that the rogue avatars called home. The avatars took hostile action and forced any vehicles attempting to reach the frozen continent to crash or capsize. After several unsuccessful attempts, the world governments agreed to simply monitor the traffic coming in and out of the gateway, and prepare for the worst possible scenario.
Social Stability Once More: Since the development of the net police, and the discovery of the new threats plaguing both the physical and virtual worlds, global disputes have reached a cease and desist, now focused on keeping their homes safe from the dangers of the slums and cyber-terrorism from the ever growing numbers of rogue avatars. Thanks to the introduction of connectivity and cosmetic programs, tracking down and eliminating cyber threats is much faster. The creation of personality chips also makes undercover law enforcement an easier task, as most rogue avatars have been designed with their own unique forms of personality upon creation, so distinguishing a rogue avatar from a personal avatar is harder to do without the ability to track registration numbers. However, the issue of losing personal avatars was still a major dilemma, and was still in the process of being resolved with the V4 terminal blueprints.
Present Day: A few years later, Net police HQs have been established all over the network in different parts of each of the 6 cyber cities, providing near instant responses to many cyber emergencies, viral outbreaks, and rogue avatar attacks. The same has been done for the physical world. With everything being digital now, law enforcement and maintenance jobs are top priority in making sure that the physical and digital worlds remain safe.

While it hasn't been leaked to the public what this split agenda might be, there are some conspiracy theorists out there that are convinced the governments have an underlying reason for their yearly competitions.
